Chief Justice on ULS & Backlog in 2025

In his last address to the judges during the annual retreat for 2025. The Chief Justice (CJ) Owiny Dollo indicated that there are not enough Judges to handle the current backlog. He supported the intended revision of the jurisdiction of the Magistrates courts to take in more cases than they currently do in order to reduce the number of cases that go to the higher courts. He also castigated the Uganda Law Society for using the confrontational approach of ‘BANG THE TABLE’ to resolve issues or challenges facing the Justice Sector. He advocated for dialogue and increased constructive engagement.

At Icon Advocates, we believe in dialogue and constructive engagement. We however believe that a much more pragmatic approach beyond BANGING THE TABLE and DIALOGUE needs to be used to solve the issues before they become a real crisis. There will be need for a thorough review of the modus operandi of the Justice Sector Institutions including the judiciary in order to in-build accountability and timeliness in the way justice is delivered. Otherwise as of now, it is quite difficult to enforce an efficient and accountable method of work in the sector.
